okay, what is good news for YouTubers?

in that picture it looks like YTtalk has replied and said ''im still below lvl 20 me but i will definitely use these when i get higher but didnt want to cheat''

I don't understand the context, of being lvl 20? cheating on what?

Lol basically theres a new box which pops up as you comment letting you know that you have a channel, a lot of new sign ups to YouTube dont ever realise they have a channel so it could bring more newcomers to the YouTube community and perhaps entice them to make videos etc thats how its good :D The comment and page its on isnt relevant :D
