Watch Page Icon- What is Happening?

hi there, so for the full youtube partners they will know that before youtube changed its layout you would be able to get a custom icon in place of the grey badge with your username on the video page known as the watch page channel icon, but it now doesn't exist as it no longer works.

Does anyone know if it is coming back or they are just leaving it out, or how do you contact youtube for questions, i'm just slightly curious about this since there still is an option to upload an icon, it has been like that for a while which makes me think it might be back soon, does anyone know about it?
 
It's gone completely with the new layout. They still just have yet to take out the upload option. It sucks though, it was one of my favorite partnership features.
