10 different people uploaded the same aerobics video set to the tune of "Shake It off" by Taylor Swift. One video is blocked worldwide by Universal while 3 out of the 10 are muted with no audio. The rest have the song in the video. According to YouTube's official creators blog the policy can change at anytime but what's confusing me is this. Why would some videos using the same song and aerobics video have the song muted or blocked worldwide when the rest of the videos don't? Wouldn't the policy change YouTube is talking about have to be enforced for all the videos using the songs?
