A reasonably priced camera for vlog/making videos (recommendations). Also, what do you suggest for best set-up.

I have a Panasonic HC-V110 camcorder Available for £120 - £180 (not sure how much in dollars)
It has AVCHD (Full HD Quality) 1080i 60fps. very good camera but best to charge it every 1 - 2 hours or double up on the batteries. I use the camera for all my drawing videos.

When you say setup i'm guessing you mean how you prepare for recording?
if you are a daily life vlogger by going shopping etc. the only way is to hold it in your hand infront of you or get a £30 tripod. They are usually quite decent. try avoiding the cheapest ones because 90 - 100% of the time they will be plastic. if you cannot find an where you live make sure you read the descriptions because they might say what it's made out of.

Anything by Canon is good. The Powershots are pretty good for >$200. In my opinion, camcorders under $1000 are garbage. You'd think something dedicated to video would look better than a regular camera.

I agree with @MediocreMicheal, Canons are great. Most youtubers use the Canon Powershot S100 for vlogging which is around $220-$250 but theres also the Canon Powershot ELPH 330HS which is another great vlogging camera which is a bit more affordable for $150 :)

Currently, I use a Canon 5D, but they might be a bit expensive, so perhaps if your phone is due for an upgrade, a Nokia Lumia 1080 might be a good idea as it has a really good camera, which means you can reduce the costs of getting both a phone and camera by just having to purchase one :D

Well, if you would look at the first thread, that you created, that asked the same thing, you might find some answers. There is no reason to have 2 threads about this.
