Video Thumbnail Option For Non Partners?

Is this true. One of the youtubers I follow said that youtube gave him the option to have custom thumbnails on his videos. I see the thumbnails on some of his videos, but he's not partnered according to him.

Is this possible?

Its meant to be getting rolled out over the coming weeks to people who monetise their videos but they do mention at present its only to some people:

Yeah. My second channel isn't full partrner, on ly monetization partnership, yet it got thumbnails.

Oh that's awesome. I didn't know you could if you're being monetized. Good to know. I still do hope they offer it even to non-partners. Sometimes it just makes all the difference.
