Video rendering Causing Blocky Visuals

Hey guys.. i recently have delved into the art of Xbox Game capture recording... ive noticed when i render out my videos in Sony vegas they run perfectly fine for the most part ... but certain seconds of the footage goes all blocky and unrecognizable

The software i use is Sony Vegas and ive never had this problem before when rendering my music videos from my other channel ... but then again i was using a dslr camera so my settings have been set up correctly on the output render for that

My game capture device is an ELGATO game capture hd .. now ive looked all over online for help on the rendering out
when i put my clip into Vegas i ALWAYS select adjust project to match video properties ... now ive tried my best to match these out on my render out settings but i still get blocky patches during certain points in my videos ...
Ive checked the source file before editing and its clean no errors or blockyness so i can only assume its from my rendering out settings ... can anyone give me any advice how i can perfectly match my project settings to my render settings and get rid of the blocky areas of my videos

If you're using VBR bitrate setting then use CBR, CBR is constant while VBR varies and may be blocky in some parts of the video.
