Video making technique

Hello!
Guys I have seen many guys making videos called explanatory videos that are made using stock images and videos and animations. But what I wish to ask is that how do they do that? I mean do they manually arrange all the Stock things according to voice or they first arrange them and do voice over according to stock arrangement? Also Is their any good stock material web?
 
OP I think the reason for a lack of response if a lack of detail really.
It's not clear to me exactly what your question is.

A google search will show you all sorts of stock image websites - some free, some paid.

There is some 'easy to use' software out there specifically for making videos with animations etc, generally you'll need to pay for character packs etc. Some have a few basic characters so you can try before you buy.

Alternatively feature rich video editing programs allow all kinds of manipulations.
As far as free options - Da Vinci Resolve is a great video editor and Inkscape is good (apparently) for vector image work.

When doing animation you would generally do a voice track first so you can do some at least rudimentary 'lip syncing' of the characters mouth when speaking. But the way you do it is really what would work best for you.
