Vector Graphics Program Recommendations

Hello Youtubers! I'm currently looking for a good vector art software since I'm going to start making cartoons. I plan on using the program to draw characters and props, then import the vector files into my animation software (Anime Studio Pro 9). The drawing tools in Anime Studio aren't all that great so I'd rather draw in another program. I have Manga Studio 5, which is an amazing program for sketching and painting, but it can't export drawings as a vector file.

So basically I'm looking for something that works well with a Wacom tablet, runs on Windows, has a decent amount of feature, doesn't have a really steep learning curve, and doesn't cost an arm or a tail (Adobe Illustrator CS6). But I'd rather spend some money ($150 or less) on a program that works really well, than use something that's free.

Any recommendations or advice would be greatly appreciated! Also if you make cartoons what program(s) do you use to draw things for your videos?
 
You can do llustrator (CC) Creative Cloud. Or you Parrot want a cracker? Just googling I found:
InkScape (Free, but accept donations too)
Synfig (Free)
SodiPodi (Free)
Corel Draw ($50-$200)
Gimp (Free)

Illus. CC is your best bet. Corel Draw is the second recommendation.
