Using other YouTubers footage in your videos

Say I wanted to make a video that was commenting on Jenna Marbles or Pewdiepie and I needed to show some footage of them in my video. I'm not talking like big chunks, just little blips here and there.

Is that not allowed? I'm new, give me a break! haha

even if it's like a over the shoulder shot of me looking at my laptop with youtube up and their video running? would that not be allowed?
 
well I don't think their content is counted as copy right material but people do it all the time but I'm sure if you shoot them a tweet or email and tell them your plan for the video and if they agree then go ahead but that's just a polite thing to do even if its not a big youtuber but as far as I know you can use what ever as long as you know its not a whole video of theirs because that might p**s them off
also isn't jenna marbles a p**n star?
