Using Other Video Content Question

My channel likes to debunk a lot of other channel claims (mostly political discussion) and I'm wondering is it legal to use other youtube content? For example if I am trying to debunk something a person says can I use a clip of what they said in order to debunk it? Is that covered under fair use? Or am I not allowed to touch their footage at all without their permission? I see a lot of people do similar things (Take a video and dissect it while adding commentary as to why that person is wrong) but I don't know how "legal" that is. I know there are fair use laws and things like that but I'm not sure how that works. I also am aware that there's something like the allowance of using 10 seconds of a song/video without having to ask permission (something like that) but I am unclear of the details. Does anyone know?

Commenting on another work is fair use, you could still get sued and would have to prove your use is fair in court. There is a lots of people that think using 10 seconds of anything is fair use and that is a huge myth.

Well I didn't really think using 10 seconds of anything was okay I just heard that. That's why I've never done it because I'm not sure if it is okay or not LOL However fair use seems to be fair use and also easy to prove. Guess I just have to look into the laws of fair use and act according to what is in the bounds of them. Thanks.

Fair use is not easy to prove at all. Lots of people have lost lawsuits even if it was fair use. It's based on what the judge says
