Using competitor hashtags in description for audience control

I recently watched a video that recommended using competitor hashtags in the description to help the YT algorithm better place and suggest my videos to viewers most likely interested in my content. Makes sense. In my particular case, I'm in the early stages of creating a sailing channel similar to #SVDELOS and #SailingLaVagabonde. BUT, I don't even have a boat yet. So, my question is; would it be better to use hashtags to content creators that are making videos like the specific videos I'm currently making or better to use hashtags that better match the overall intent of the channel? It seems obvious to sell the individual videos, unless there's some insider knowledge about there being a benefit to uniformity and having the same hashtags on every video. Thoughts?
 
Wow, this place is a ghost town. I really should have done a little more investigating prior to signing up. Where are people having active conversations about YouTube channel maximizing? Anywhere?
