What needs to be cited in order for it to be legal to upload a TV new years live show on YouTube, or is it legal to upload a TV new years live show on YouTube without giving any sources?
 
You would need to be able to cite written permissions from the TV network, from any performers who may be performing, and from the licensed distributor of any music that may be playing.

In other words, nothing you do will make it legal. No matter what you write, it would be an illegal copyright violation... and likely picked up by ContentID almost immediately.
