Three-HOUR delay in being posted to YouTube subscription pages?!?!?!

Darrel Eves (a YouTuber helper) and another YouTuber helper who used him as his source says that YouTube doesn't push out notifications of one's video releases to your subscribers' subscription pages until up to 3 hours after you publish a video. In the comment section of the video ("When Is the Best Time To Upload Videos To YouTube?" video; 1:07 in that video) where Mr. Eves makes this claim, I've asked what source he has that verifies this and got no reply. I have posted on the YouTube Creator Academy's recent video "How YouTube Subscribers & the Subscriptions Tab Work" video and got another poster saying it isn't true but didn't get one of the channel's people or a YouTube rep making a reply. So is it true? If so, please give a link to the source you're basing that assertion on.

I get views from subscribers instantly after I post something so I've never heard of a delay. Even so, three hours isn't much. Lots of people might go days before checking YouTube
 
I've never heard of this. I am p****d off that the email notification for a new video comes out after about 4-5 days of posting. Has this been a long time bug?
 
I heard of this happening a while ago when YouTube was haveing issues with sending out notifications. I don't think YouTube is having issues with notifications like it did a few months ago every once, I wasn't even get any notifications from the YouTubers I was subscribed too and it took a day before I got some of my notifications the only way I kno my favorite YouTubers upload a new video was because the posted on their social media pages
 
A three hour delay is bad, but if you've trained your subscribers by releasing on a set schedule, they should know when to look for your new videos even if it doesn't show in their feed. We've been on the same schedule for seven years and I've never noticed a difference in views even if there's a twelve hour delay in a video hitting the sub feed because our subscribers know exactly when to look for anew video.
