I would say play around with it a bit more. There have been a lot more appealing blurs used by other Tubers but it is a matter of trial and error until you get it right. Remember that it doesn't have to be blurred to the point of looking like digital Tip-ex. If you get a transparent blur that is very blocky it allows the the viewer to understand what is behind there without it causing flags to the Youtube bot.
Remember that you aren't offending people by making the blur visually appealing. People know what they are walking into when it comes to these kind of things. I would say scrap the one you have shown us and make it so it doesn't look like her chest is a being followed by a cloud. Youtube isn't as strict as you might think.

Yeah Vegas can be a bit of a bugger. I do not know why so many people use it as it takes a lot to understand the ins and outs of it. I personally have Vegas but I prefer Corel VideoStudio X6 it is faster, more user friendly and doesn't require you to have your head in a spin. Seeing as you have Vegas though I would say just take the dive. Maybe instead of using the overused blurs of old, why not put a funny anime face sticker on the top as a censor to give it some charm and personality for your channel?
It could just be a face of an anime character you like doing the whole cartoony embarrassed face with the drip of water on the top side of the head and squiggly mouth. That way you get to keep more of the image and can just hide the nipplets, which I assume is what you are trying to cover. Is it more work? Well yeah but you are possibly learning to use something more simple, appealing and relate-able to how anime animators like to censor things as a joke.
