That Faded Look (Video on top of video)

I'm curious how people have achieved this effect. Rocksmith 2014 has just released and I like me a little guitar from time to time. So the desire is to do some videos with webcam pointed to the guitar, but overlaid on top of video game footage. However, I don't want to do a square webcam picture in picture nonsense. I saw a video where the Rocksmith notes and some of the basic UI was as normal, but the rest was faded (not gone, just more transparent than usual) and overlaid on top of the faded portion was the webcam pointed at the guys guitar.

Is this a Chroma Key effect? or something else entirely?
 
No clue what you edit with, but in Premiere (or most NLE) put the video you want on the top on a track above what you want underneath and bring opacity of top one down.

I do run with Premiere Pro. Bringing the opacity down would make the whole video transparent. Is there an effect that can select a certain physical portion of the video track to apply transparency to?

Usually selection only the top layer should only make that bit transparent, weird
