Text on the video appearing only on hover

Simon's Cat end cards. For instance, 3 minutes 05 seconds in the video "Let Me Out! - Simon's Cat"

When you hover on each of the suggested videos or on the Subscribe button a black text appears near the element.

Could anyone please tell me how this was achieved?

Welp, I kinda did a research (actually just searched "Annotations" on the search bar) and found this extremely detailed guide by Michael

"How to Add Annotations On YouTube Videos - Annotations Guide" on the "YouTube Tips, Tutorials, Help & Guides" section

"Label - Labels are less common but are very useful when you want to label parts of your video for example if you had several pictures that were shown, you might wish to label them using the label annotation. The label looks like a spotlight annotation until hovered which reveal the text label." -> Taken from the post

is what came closest to what I thought you would be asking, thought it looks different.

It still got the same concept.

Labels make text appear inside of the area which is hovered. Whereas in my example if you hover on the active elements the text appears outside of the elements.

My slow internet allows me to make a screenshot of a loading video where it indicates which areas of the video use annotations:
