Go on to a particular video with the use of your thumbnail under the video there should be a flag somewhere report it!

Is the thumbnail an original idea by you without any pictures from the interwebs?`Then, yes. I think you can.

YouTube doesn't provide an option under 'work allegedly infringed' for thumbnail. The complaint form only provides a list of options if X is shown in the video, description (in some cases) or links to allegedly infringing material.

Whether or not you can remove a video for something that is not in the video at all (thumbnail) is a grey area, they haven't said you can't or you can.

you can report if you go the the video and click the flag as showed here

than you select infringes my rights.
and than report it.
youtube will look if the claim is accurate and give that person a community strike if the claim is accurate
