Is there a free or cheap video editting software that can have two clips of video play side by side at the same time?

Alternatively, is there one that simply shrinks the video to the centre of the screen and play over a background.

So the video plays where the picture is over the background

If you have Imovie you can either morph a video to show two people in the same room or you can do a normal side by side with as many clips as you like. I'll post the results of the two below:

With i movie you can also easily shrink a video too by inserting the video into a video with any background! You can resize it and place it wherever you want. there's tons of tutorials on YouTube if you need better explanation
