Anyone know where I could get some stock footage for a snow storm or arctic wind kin of effects. I can change the color if I need to it has to be a loop or something longer because it's going for the majority of the film

I'd recommend you follow a tutorial on YouTube:

Do a search for "SnowTutorial in Adobe After Effects" by Eric Kirk. It's the best tutorial I've found.

You'll need after effects, the trapcode particular plugin for it, and also one of Video Copilot's tutorials.

I followed this a while ago to create an epic snow storm needed for a future animated project I'm working on. Hope it helps.

I could be wrong, but I don't think you need to be that advanced as the tutorial shows you step by step. Just follow along and pause the video after every step, then continue. There are other tutorials online that may not require trapcode particular, however they might not be as realistic.

for a few days cant find anything i need but i think avictus might have something useful for me i am going to be checking it out now since i have time on my hands
