Hey guys and thanks for helping in advance.

My story is that i downloaded a video made by another youtuber and i edited it and uploaded it , which by the way isnt hes original content. he the reported me to youtube so i got my first copyright strike. It then says when i wanted to sumbit a counter "Work allegedly infringed" like he is the original owner. and i know for a fact he downloaded the video he is copyrighting me from other source. so what should i do any advice guys?

1. If it's not his, but also not yours, both of you shouldn't upload it. You shouldn't too

2. report him. And bring many people to report him too :p

but my intentions is to remove my strike from a guy that claims he owns the rights to the video which clearly he doesnt. if i sumbit my counter notification can i win it is my question..

Legally you don't have the right to file a counter-notification unless you have the rights too. YouTube doesn't provide a way to report people who file false DMCA complaints.

You could ask him to retract the complaint (you could say you will contact the original content owner about what he's doing).
