Recreation of the "Eyes of Ibad" special effects from Dune?

How would I recreate those glowing eyes brought on by spice addiction in one of my videos using either Sony Vegas or Adobe After Effects? Internet searches have been unfruitful. Someone said "rotoscope" on 4chan, which involves frame by frame editing, but damn, that's a lot of editing. I figured there might be a masking effect or something I could use that could follow the eyes or something. If rotoscope is the only way, how would I do this?
 
Hi, I am no expert in AE, but I have been learning how to do tracking. So could you not create a blue circle with a glow, make it a little transparent so you can see thought it. Then track the eye motion and then link your blue effect to that ?
 
I agree with Epicurus. Make a soft blue circle, eye sized in Photoshop, then track the motion in AE to each eye. I would change the blend mode and opacity to get the desired effect. Here is an example I did. I used blend mode "overlay".

Okay, thanks guys. Would this cover blinking? Also, Wyatt, that must be one of Gurney's distant ancestors, lol.
