So I've decided to go from 8 gb of RAM to 16 gb for my new computer and I am wondering what is better

2 sticks of 8gb
or
4 sticks of 4gb
and how does this affect it?

It doesn't affect it. 8gb is 8gb wherever it comes from. Make sure you know the max your computer can take before you buy any!
 
The latency/timing is usually lower for smaller sticks, but I'd go with the 2 stick setup in case you want to upgrade to 32gb in the future. I doubt if you will notice that much of a speed difference unless you're doing some serious overclocking of your memory.
 
There will be a slight performance difference between using 4 sticks of 4GB or 2 sticks of 8GB, I'd say go with the 8GB Sticks.
