Questions on reporting a youtuber

So I wont name names right now but I have very high suspicions that a youtuber is buying views and subs

He started 3 weeks ago and went from 0-800 subs in that time
I just checked his stats and his views for 10 days IN A ROW were exactly 334, then since then for the next 5 days they shot up and have been exactly 698 every day without fail

He also goes days without gaining a single sub then suddenly he gains between 50-100 subscribers in one day

This to me seems extremely suspect and I would like to know if there is any course of action that can be taken?

if he have many subcribers and on the video he only get small viewer, it could be the possibility of buying sub :) (just my opinion)
 
Yeah I've tried going through the official process but with no luck, his viewership is not low it's just perfectly consistent, like EXACT numbers every day, it's impossible to achieve without some sort of bot
 
Not your job, which is why the more official reporting procedure doesn't have a way for you to report someone for this.
