Question about Monetized Views on an Ad

I've been partnered for 4 years now and now I'm curious on which way we're making monetized views.

The question; The average ad on YT is skippable (wait 5 seconds to skip) now here's the question, which of these two gives a monetized view?

1) If a person presses skip after 5 seconds do you receive a monetized view?

2) Do they have to watch the whole ad to give you a monetized view?

I'm aware clicking on an ad pays you as well but I'm curious about the answers to 1) and 2), thanks!

Here's how YouTube describes it to the advertisers:
... you only pay when someone engages with your ad. If they skip it before 30 seconds (or the end) you don't pay a cent.

Which is inline with what I've read that someone has to watch at least 30 seconds or until the ad is finished, whichever comes first.

Not true, you make money whenever an ad runs, they don't have to watch the full ad for you to make money. Clicking the skip button counts as engagement and it proves there's a real person watching the ad.

I took my quote from the Youtube Advertising front page: https://www.youtube.com/yt/advertise/ but maybe there's somewhere deeper in there that states you get paid even if the advertiser doesn't have to pay.

Ya know, I may be totally wrong on this one, but here's what I'm basing my answer on.

According to Google, even if someone abandons a video before the ad is finished, it counts as a monetized playback:
"Estimated Monetized Playbacks: a monetized playback is when a viewer views your video (i.e., a View) and is shown at least one ad impression or when the viewer quits watching during the pre-roll ad without ever reaching your video (i.e., an Abandonment)"

So if they are counting it as a monetized playback, that means the view was monetized; i.e., money is being made, right?

So, if it's true that advertisers don't have to pay for ads where the Skip button is clicked, but according to their definition of a monetized playback if someone abandons the whole video while the ad ran, then the advertisers DO have to pay (remember Google counts Abandonments as a "monetized playback")?

This doesn't seem to ad up (pun intended).

Haha maybe it's a penalty fee since their ad caused the viewer to abandon the video??
