Query re matched third party content

On September 11 I uploaded a short video called "Letter To America, September 11, 2014".
in this I used "Born To Be Wasted" because I was under the impression this music is licensed to YouTube and is if not in the public domain then can be used freely. This video has a matched third party content claim on it.
For reasons I won't go into hear I believe this is a claim made falsely by a malicious individual or organisation.

Can anyone tell me if I am in the right or wrong? If the former, how do I get this claim removed? If the latter, can anyone suggest an alternative piece of music for this particular video?

Is this Born To Be Wasted by Alexander Perls (009 Sound System) if so then i believe (tho not sure) trackonerecordings hold the rights to the song.

You-tube supply some music for use, you can go to the Creator Studio - Create - Audio Library.

Yes it is. I'd like to keep that track because it is relevant to the video. Can I get around this? Thanks.
 
You would have to get the permission from the copyright holder. so you would have to find out who ones it and speak to them.

If you got it from the YouTube audio library then you're in the clear to dispute the claim. The thing about ContentID is that it is not a punishment in and of itself. It's just the automated YouTube system identifying content in your video that matches something on record owned by someone else. It is likely that NATOarts probably has a partner that used the same song whose video was entered into ContentID. This happens from time to time.
