Profile Picture Not Changing

It's probably your browser that's caching the old one. Press F5 on your keyboard to force a refresh. Alternatively, delete cache, close browser, restart browser and check again. If all that doesn't work, it just means it hasn't propagated across all data centres yet.
 
Just don't worry about it. This happens to me a lot, just be patient. If it bothers you that much try clearing your cache, helped for some people.

Also delete your cache.
