Request Picture to animation? Can anyone do it?

Is it possible for one of you to be able to look at a picture and turn it into an animation? If so, the picture is attached. Somehow animate it. Thanks guys!

An animation is about 30 frames per second, so one frame/picture isn`t going to do much good

It is possible to make an animation of a still image. Atleast I can do it


cut the image in different layer's, Recreate bits of the background, add 3d perspective.
Then recreate smoke/fog to a loop. and the orange lines.

Well that was a fun 5 minutes reading through your comments guys! Basicaly, I would like it so the smoke/fog is moving like it does IRL, the orange lines to sort of move as well. If you look at the original BF3 intro, near the end there is a soldier walking towards the camera. Basicaly, it would be good if the picture looked like 0:05 to 0:07 in this video. /watch?v=cCrUdsLRtgE
