Partnered with Network while "YouTube Partner"?

So, I wanted to ask if it is possible to partner with a network while being a youtube partner. I have previously been an "youtube partner" on a different account and was click bombed, finding out I could not partner with a network because of what occurred. If I am a "youtube partner" but do not monazite videos will I be able to be partnered with a network later down the road?

Being invited to partner with a specific external Partner Network is usually specific to that network's own rules and requirements. However, if you lost your Adsense account due to that click-bombing incident, you will neither be permitted to create another Adsense account nor will you be able to actively partner with YouTube without one. Usually no Adsense enablement capability on your channel means no external network interest, from what I've seen on the YouTube Monetization Forums. Check Google Groups YouTube section for confirmation of this.
 
Partnering with a network has nothing to do with adsense accounts. Networks only care about the current channel you're partnering, making sure it has no strikes.
 
To all of the other people who have replied to this thread...

I am still searching for the Google Groups thread where I saw this. It certainly could not hurt the person to apply; we see how this develops, and if I do find the relevant thread will link it here.
 
I found it!!! They will not let me post the link! Search External Partner networks on Google Groups to verify what I am pasting...this is a direct quote from the Partner section of the YouTube Product Forum. First portion...

"Disabling Monetization actually will prevent you from being linked, keep Monetization active at all times specially if you're in the process of joining a MCN.
Monetization will not stop you from being partnered with a Multi-Channel Network so long as you have an Adsense associated with it."

Second Portion...

"You should inquire directly with the network you want to join what they need from your end regarding your channel settings, as certain networks may be able to partner you without Adsense linked, where-as other networks will require it linked.

If the network needs Adsense unlinked, they will take care of setting that up for you. Do not try and unlink and/or close your Adsense yourself."
