Partner status with no confirmation

So I have been cofused lately with my channel so I wrote to reelseo with my problem.

I put up a vid it asked did I want to use an external link annotation to an outside website. I guess facebook, twitter or merchandise store. I looked it up it said it was for partners. I dont think I'm a partner because it would say it somewhere.
The questions I have
1. Am I a partner because I can use features such as custom thumbnails, group video tagging, external link annotation and monotize my videos?
2. If I am not a partner but can still do all this then why should I strive to be one.

I am really over joyed from this info but I thought that youtube would let you know that you are a partner or something..

Is anyone else able to monotize their videos or is this one of those special circumstances?
I mean because I dont even have 100 subs yet..
 
Anyone can monetize their videos now a days the features are great to have but now a days its networks that make a full partner with different set of features though it seems that gap is being closed these days with googles new ideas and such
 
Every YouTuber now has an Adsenae partnership, its a bit different to a Network partnership but you still get all the perks except a bit more legal protection and there's less pay than with a network :)
 
If you enable monetization already,then your basically a "partner",yea it's that easy now,lol
 
nowadays,90% of youtubers are youtube "partner".
but it is not "full" partner. because they don't get banners and others features.
But..youtube is changing the channel layout. so yea, it seems like its the same.

So how does one become full patner is it only through a network?
