Only been on youtube a week and i'm already allowed custom thumbnails?

Probably because it's not that crazy for youtube to let you make a custom pic. Just a small change of code. Still get to photoshop and go kick some a**
 
Do you monetize your videos? I think you did. You're allowed to use custom thumbnails if you monetize your videos although you're not partner.
 
Congrats, but not to diminish your success but I think you are now given that feature automatically, I created a channel about a week ago and on my first video I had custom thumbnails
