Where could I get allowance to use Music? I want to use the song "Lisa Mitchell - Neopolitan dreams" in my videos but I can't for the life of me find where to do so.

I would highly suggest just adding some in-video credit to the song, and in the description. Otherwise, maybe source a song from safe sources? Royalty free sources!

You have to contact the publishing company and get permission from them.

Ask for permission from the record label. It will probably cost money to license the song.
