Nonskippable ads play when not enabled?

Actually just found this out, apparently a small amount of my ad impressions have been from nonskippable video ads, whereas I never enabled that option and have only opted for the skippable version.

Is this just a thing that sometimes happens which you don't have control over?

I think you can't really control that no! Is it maybe a video that is claimed by a company or something? In that case I am for sure that they control all the ads on the video.

So if your video was claimed and reverts back to you due to your dispute, so do those ad impressions? I heard a lot of people complain about lost income so I thought that doesn't happen.
