I don't think it is possible to get that. The only channels that i have seen it on are the official music videos channels (ie: Vevo, Fueled By Ramen)

Yep, If I recall correctly Vevo have a special deal with youtube, that isn't available to anyone ^^

And it's not new layout related, they've been doing these longer than that.

Nah it's pretty good not everyone can have it, Giving people too much choice of customization could turn any website into a MySpace (horrible gifs, etc) and make people want to use it less.
