New Retro YouTube Error Message?

I got an error message on YouTube today that I'd never seen before (see attached video). Is it supposed to do that?

I havent seen it with the old TV screen effect on it, I have only ever seen it with a solid black background and the error occurred message. Nice find

Until yesterday I had only ever seen the solid black background one too. That's what made me wonder if it was an amusing glitch
