Hi!

I make intros and edit videos all the time, but my pc sucks!
Does anyone know what specs I should have on my new pc that will let me render a intro in blender(like cinema 4d) and still be able to edit a video with out lagg. and how much it might cost ($AU)

If you do a lot of rendering and so on you might need a Firepro or Quadro, problem is those are expensive as hell.

I think dual 7970's would do pretty damn well.
About 16GB RAM to be on the safe side, a 64GB SSD for OS
I'm not too much of an expert in the CPU department, but I think an i7 would be the best bet for more cores.

Here's a pretty good PC i've built.
You could save money by getting a cheaper CPU and maybe adding a second GPU (didn't include secondary HD as no clue what you want)
