New metrics that tracks how many "subscriber notifications" are actually sent

YouTube has rolled out notification metrics which gives creators access to a panel of notification information for each video they upload. The panel shows how many subscriber notifications were sent, what the click-through rate was, and exactly how many views were generated by those notifications.

Yeah, I noticed that & I also noticed how many channels now are using these metrics to point out to their viewers like "Hey, only 68% of you are subscribers. Subscribe!" or "I can't believe only 20% of you turn on notifications. Turn on your bells!"
It is very annoying hearing that especially from the big names.
I think it was done because so many of the big channels views dropped especially around the COPPA introduction. They were complaining to Youtube that their videos were not being pushed & stuff but as it turns out based on these new tools, the interest in their channels just dropped.
It must have been a hit to their egos.

Looked and looked for the "Notifications Sent" feature but could not find it. Where is it at?

Yes, but where is this at? How do you get to it?

Click on any video analytics, under "Reach" tab, scroll a bit below, it should be on the right side below the "Impressions & watchtime" funnel graphic.

Honestly, I think this is only useful to bigger channels - I'm getting 5 to 10%+ CTR on my latest videos, but that only translates to 15-40 views, cuz less than 350 people have enabled notifications for my channel.

I don't doubt that channels with hundreds of thousands/millions of subscribers who turned on bell notifications can get a nice burst of views on new videos, making it easier for them to go viral on Homepage.
 
I looked where you told me, but see nothing about how many Notifications were sent or how many people that responded to the notifications.

There are only three categories under "Impressions and Watchtime", these are

IMPRESSIONS
VIEWS FROM IMPRESSIONS
WATCH TIME FROM IMPRESSIONS

There is nothing else to see there.
