New Layout Banner Design Specs for TV ???

Ok Im confused about the TV dimensions of 2120 x 1192 .. I have youtube built into multiple devices in my house and none of them work this way .. Apple TV for example .. you never interact with the channel itself .. you just navigate a list of videos associated with the channel. What method of viewing youtube on a TV will use this new banner. Will there be floating video thumbnails overlaying the banner in a specific area .. where's the navigation going to be? Or is this referring to something simple like merely using a TV as a second monitor where the banner would fill the screen and then you'd scroll down to the content (which I hope isn't the case because that would be really stupid). I'd kind of like to have somewhat of a clue how a banner is being displayed before designing a banner. Has anybody seen how this will work?
 
They show examples there of how it works .. on everything but the TV. With the safe zone being soooo small on the TV display guidelines I'm really curious what's going on outside the zone .. and on what devices will this actually kick in? It's obviously not going to apply when displayed on a TV through an Apple TV device .. but what about as an XBox Live app or a blue ray player app or when mirrored or streamed from a laptop or desktop or will this only apply to something like a google tv ... I dont like how vague they are about it. As a designer it bugs the crap out of me. LOL

The whole banner only displays on TVs ,
 
Ok for example ... iJustine has the new layout in place ... I just looked her up on my TV using these youtube methods .. AppleTV, XBox Live, BlueRay System, iPad Airplay & I even tried mirroring the browser on my MBP ... That's 5 completely different methods and none of them are utilizing her full 2120 x 1192 banner design ... So what TV device is using this banner? That's what has me puzzled. :)
