Need help to enhance video quality to reveal car's number plate

My friend's car was involved in a hit-and-run accident at a carpark last night. The accident was filmed by the car's security camera. As the scene was dark, the culprits and car number plate could not be identified.

I need help to reveal the car number plate so that we can bring the culprits to justice.

You know that what happens in CSI isn't actually possible, right? There is next to nothing to enhance with digital cctv footage.
