Need Help restarting uploads to Youtube

I need some help on restarting uploads on YouTube. My understanding is that a person can stop and restart a upload on Youtube if they restart the upload in 24 hours after they stop it. Google Said's " If you had to abandon your upload for any reason, you have up to 24 hours to continue uploading where you left off. You can cancel the upload and whenever you want to you can restart the upload within the 24 hours time you can go to upload manager and select the same file and resume the upload. Jun 4, 2017" Is this correct? I want to upload a very large upload (21.1 GB, 17:51 MP-4 length). It takes about 1:15:00 for just 1% of the upload. So I stopped it and played video games. I restart it about 5 hours later and it didn't work. It started all over again. Same file, same size, same folder in my computer, up to the same account to YouTube, same folder in YouTube, same,same,same. How can a person start and pause and restart a upload to YouTube? Maybe is there software out there that can help me.

I had a similar experience. It looked like it wasn't resuming, although it was. I was using a wifi connection during upnload. I researched it. Sadly the only answer that was actually legit was just to wait for it to load. Two hours later and my 37 second video was uploaded. Very frustrating. Further researched into it. I identified two of my problems. 1) The biggest issue- poor wifi connection. 2) several devices using the wifi simultaneously further hindered the data transfer.
Are you trying download from a desktop or other? Expect to experience lag if using wifi to upload- unavoidable.
You may be able to reduce the size of the video file for faster upload. What size of file is this video? Is it in 60 FPS or 30 FPS? Is it in 1080P, 4K, or other?
 
Forget all about trying to do that. It's not just uploading, it's then waiting for the HD, and if applies, the 4K to process afterwards. I waited a whole day for a 3-minute video to process recently. Unfortunately YouTube appears to be grinding to a halt. I'd guess, most likely due to the spammers that upload multiple videos of utter $*#! every single day, compiled of content they have copied/stolen from elsewhere and that has already been uploaded by others thousands of times already.
