Often times when editing footage especially if you don't have the greatest camera you will find that your footage is noisy and has strange artifacts, this is more common in low light footage. This can be remedied by purchasing a better camera or glass but for those that are on a budget software plugins is the way to go. In my experience most denoiser plug- ins are a waste but I have recently invested in "Neat Video" software and it is AMAZING and a life saver to say the least. It does a great job of preserving detail while getting rid of that unprofessional looking noise and artifacts. You can buy the plugin for most editing software I have it for Final Cut and it was $99 USD. I highly recommend it for any filmmaker.
