1- I don't know where I read it but is it true if you change music, like speed up or slow down the music that it doesn't count as copyright infringement?

2- I've seen some larger Youtubers with popular music (Katy Perry.. etc) on their channels for intros or whatever - how are they able to get away using it for a video? I see ads before those videos are they being monetized?

It doesn't get noticed by Youtube but it's still wrong, and I think when people find out you still have a problem.

Slow down or speed up or remix songs is still copyrighted music.

Big guys can ue the music because the network they are with have a license probably.
 
1) Slowing up or speeding up music will still likely result in copyright infringement.
2) Some networks may provide licenses to use such copyrighted music or some have it short such as you described in intros to avoid copyright infringement. I really wouldn't recommend doing this as if they find out, the artists could possibly sue you or copyright all of your videos.
 
You might be able to get away with it but it's still copyright infringement and if/when you eventually get caught you'll probably lose everything. There are tons of free music you can use, just search "creative commons royalty free music"

You can also as the artist personally if you can use there music personally if you want to really use a song, if they grant you permission then you are able to do so.

It may trick the system depending on the song, and some folks will do it anyway and not get in trouble. It all depends on the song.

Example, my flash mob video that uses Gangnam Style, it got flagged, but they allow me to still use it, cause they claim the rights to it and all money made from that video goes to them.
