monetize in selected country ?

i have 0 experience with adsense but,

I saw some people can select the ads (type, location, ...etc) that show on there video by using it

so,

I just wondering if someone partnered with MCN can monetize ads (not in all country) but in (selected country) so he can choose the best ads ,

by selecting country may your video just available only in country you choosen.
