I am one of the few forum members offering Paid Content on one of my channels. In the morning I will link you to the current country-support article from YouTube Help.
Good Morning! Linked is the YouTube help page for Enabling Paid Content. Open the drop down section titled "Eligible Countries & Regions" to see if your country is enabled yet.
I must add that if the channel link in your signature is your only channel, and you don't have a larger one, you have a long way to go in subscribership alone before you will reach threshold to enable Paid Content. The minimum subscriber number is 1,000 subs.
