Monetization 2nd step stuck in progress

Hey I need help my Monetization 2nd step is stucked in progress and in my adsense it's showing that they are setting up the account what should I do? Help please!
 
Have you reached 4000 hours of view time and 1000 subscribers?

That's the requirement for monetization, or at least it was the last time I checked, and from what I understand the 4000 hours and 1000 subscribers have to be achieved in a 1 year time frame.
