All MCN's normally get the revenues between 45 and 60 days after the month.
20-30 not 45-60.
Also it tends to be the MCNs not using PayPal that payout faster not the other way around, with PayPal you need to transfer the money over to that service first which with transfer & processing takes 3-7 days.

Yes, that would be nice but everything is based on when Google turns over our share of the earnings. Even Google waits around 24-25 after the end of the month.
It could technically be paid weekly out of a negative cashflow and would be possible if a network was highly picky on what channels they have and what content they upload.
Otherwise by paying out earlier than they are paid an MCN may risk paying out earnings they will not actually receive due to unusually CPM/Clicks/CPC/channel suspension/copyright etc.
Also an MCN only receives the finalized earnings report on around the 8-10th of the month so they'd be paying out based on estimated earnings which tend to be 2-3% off.
Overall though apart from some losses maybe totaling ~5-8% it would be possible, I'm surprised an MCN taking a share of maybe 20-30% for that weekly service has not yet popped up.

On the other-hand without the two risks above it would be possible for an MCN to payout after they 10th with the reports yet before the 25th they get paid again in negative cash flow and that would carry little risk.
But unless they have 6-7 figures worth of cash-on-hand to payout in negative they will have to use their bank or another service to do so which would probably charge 2-5%.
