MCN trying to partner me

A MCN is trying to partner me from there CMS and they get the following message back. "This user has been disabled by YouTube:"

What does this mean?

I think he's just spamming or sub-network recruiter

Not necessarily, but you should always be cautious when dealing with networks, especially when they are the ones contacting you and not the other way around.
