Making Moving Mouths on Pictures

So I've been using mytalkingpet for the iPhone for a couple videos, but I want something more like this where I can use my own mouth and eyes. Does anybody know what programs do this, preferably free or cheap? I'm trying to figure out how to use my Cyberlink software to cut out everything around my mouth and then use the PIP effect to overlay my mouth. I don't think it has a simple function that would follow the mouth & eye movement. I tried using color director to make everything around an area green so I could see if I could do a green screen effect, but I haven't figured it out yet.
Here's the desired effect, but something close to it would be cool
 
Try getting hold of a trial of Adobe After Effects and have a play with the motion tracking tool and the masking (pen) tool around your mouth. I use AE regularly and that is how I would do it...

I don't think I'll be able to get an AE demo, I have already had trials of Adobe software.
