LOCKED - Why is the YouTube channel reaching 1 million views but still not making money?

My YouTube channel was set up two months ago. Currently, there are over a million views, I've submitted a template to enable monetization for nearly a month ago but still in the reviewed state" Account status: In review Review started. We'll email you when your channel is approved."
