That depends on how you use it. If your own work outperforms the work that was put into the cutscenes then you likely qualify for fair use but that doesn't mean game publishers won't try to go after you. You are only relatively safe if you have written permission.
 
Look up some videos and articles that cover fair use, here's a simplified one youtube.com/watch?v=5jzyczP0iTA hopefully that can get you started

If you're doing let's play they fall into fair use as long as you're talking over it and it doesn't have copyrighted music on them.

Sorry but that's wrong. Commenting over videos may be fine for some games publishers but it does not automatically qualify for fair use.
