It is only $230 which is why I am looking to buy it.

I need to be able to record PS4 gameplay using elgato, and also livestream on twitch using elgato and xsplit.
Any gaming youtubers out there think this will be a suitable laptop? I know I can definitely get better laptops, but for the price I think I should get this one.

It would work fine, since all work is being done by the elgato a powerful PC is not required, this would work 100% fine for what you need, though if you're editing and rendering, render times might be high but not crazy.

Games will probably run fine, but fps will not be that good. The elgato I believe should do most of the heavy lifting. To be honest, $230 is kind of cheap for a pc which (no offence) immediately suggests it isn't very good. I would recommend at least 6GB DDR3 RAM and dedicated graphics. Having a good graphics card/chip is crucial to smooth gameplay and streaming if you are using it to hardware accelerate the stream. Personally I would say that you are aiming a little low but you don't need to increase many specs to get something that is suitable.
